100% ssl encryption for real?

if a site says 100% SSL encryption and has credit cards above it is it for sure or can sites just put it on to pretend and cheat u off ur money and steal ur money or do u have to be secure and reliable to gain the seal ssl encryption thanks !!!!!!!!!!!!!!!!!
