If you reinstall Windows from your OEM disk, it should wipe all data if you chose the Format option. Be aware all your personal information will be gone. Full disks are usually caused by hoarding information or by virus activity. Back up your important data to a burnt disk or thumb drive, etc.

not sure, windows disk will format it, wipe it clean, as in nothing.

There are viruses that can fill up your hard drive. But on the other side defrag uses space. and you might have enough documents like video files and large pictures and other stuff like installers that could be filling it up as well. I would suggest searching around for those.
