Annoying Pop-Disabled message when Internet Explorer initialised?

I’ve ready some of the letters. I want to right click on the icon and click properties, I’ve read. There is not an icon on my desktop. I want to create a shortcut, but there is no .exe file in the Internet Explorer file under program files. So I am stuck. Anyboy? Thanks, Dan
