Do you mean a legitimate program such as Norton AntiVirus or McAfee? Go to Start > Control Panel > Add or Remove Programs and choose to uninstall it. I highly recommend downloading AVG Free Antivirus, it's a great, unbloated, free replacement for Norton and McAfee, which can be found here:
http://free.grisoft.com/
But, if you were browsing the internet and you got attacked by a few rapid popups/warning messages, you just might have this:
http://en.wikipedia.org/wiki/WinFixer
or some variation of it.
WinFixer is very annoying, and I've had the misfortune of having it install itself on my computer twice. If you do indeed have some variation of WinFixer, download SpyBot: Search & Destroy (which is free) from here:
http://www.safer-networking.org/en/index.html
and it should go away.
Good luck with that, as WinFixer can be very stubborn and irritating.

Use add / remove programs or run a scan. Norton, AVG , Avast are free antivirus software. Ad-aware, Spybot, Ewido are free spyware removers. You can download free softwares at http://fixit.in/antivirus.html and http://fixit.in/spywareremover.html . You can also run a free registry scan using utilities from http://re7.info

It could be a form of spyware since you did not download it yourself, try running your spyware program first before you take any other action, if you don't have a spyware program then here is a link that you can click on to download and install that I highly recomend and so do others here and it is Free. (http://www.superantispyware.com) So again download and start a scan right away, if this does not get rid of that program then you can take up the second option by going to Start>Control Panel scroll down and look for Programs and below that is where you click on Uninstall/Add a program. Good Luck and I do hope that this information help you out.
