If you want a free anti-virus I recommend in order of popularity, but please choose the right one for you (install only one):
1. AVG Free
a. A simple interface (easier to use than Avast! and Avira)
b. Can detect about 82.82% of viruses
Cons: low virus detection
2. Avast!
a. Real-time protection
b. It has an option to delete a virus once found
c. Can detect about 87.46% of viruses.
Cons: Too many icons and confusing user interface
3. Avira AntiVir
a. It can detect malware better than Avast and AVG
b. It's cute umbrella icon
c. Can detect about 94.26% of viruses
Cons: A very sluggish update
If you also want free anti-spyware and I would recommend getting Spybot Search and Destroy and SUPERAntiSpyware.

If it's full of spyware a virus protection program wont do you any good, so here spybot which will remove spyware.

Now if you need a good virus program and you don;t have one on your computer download AVG 8.0 the free version. But remember you should only have one virus protection program on your computer, having more then one will cause conflict issues.

AVG for your antivirus needs; for free, from here:
http://www.download.com/AVG-Anti-Virus-Free-Edition/3000-2239_4-10320142.html
And, Microsoft's own Windows Defender for your anti-spyware needs, also free:

Safernetworking's Spybot Search & Destroy isn't bad either, but it's not as good as it used to be:

Have fun!

Wow…did you mix a bunch of stuff together!
Antivirus software removes viruses, not spyware, not adware. (Well, it might, but that's not its purpose.) So if you want to remove a virus you need something like Avast or AVG.
The get rid of spyware, you need an anti-spyware program like Spybot. This will generally take care of adware too.
Malware and trojans generally get handled by your anti-virus, but there are some rather dastardly ones that need a specialized program to fully remove them.
And to be honest with you, I have no idea how the control panel enters into all of this.

There are quite a lot to choose from but here are a few good ones(not in any specific order) -
-SPYWARE-
1)Spybot Search & Destroy
2)Spywareblaster
3)SUPER Antispyware
4)Malwarebytes AntiMalware
-ANTIVIRUS-
1)AVG Free
2)Avast Antivirus
3)Avira AntiVirus
4)Kaspersky or NOD32
All are free except for Kaspersky and NOD32(you can get a trial from their website).

There is a virus out there that blocks access to your control panel. what I used to get rid of it oddly enough was panda anti-virus. It does cost money, but it did do what trend-micro and avast could not, remove the virus. start by going to http://www.infectedornot.com and run an online scan from there, see what it finds. Then, it it will not remove it for you, try using an evaluation version of panda then remove it and install avast after you have removed the virus completely.
