are dvd encryptions put on by the company that makes the dvd or their respective outlets?(blockbuster,netflix)?

i bought a copy of sex and the city previously viewed from blockbuster for my wife. my mom wants a copy but has never seen the show and isn’t willing to pay 15 bucks for something she might not even like. i tried to make her a copy but its encryption wont allow me to do so. i was just curious if new line cinema put the encryption on there or if blockbuster did it after the movie was distributed to them. i told her to go rent it, but she is extraordinarily thrifty and refuses to pay 5 bucks for a movie she may not enjoy. thanks!
