Try using a registry cleaner. The best utilities suite is "Tune Up Utilites 2008". It can clean your registry, defrag both your hard drives and your registry, and a bunch of other stuff. You can try it free for 30 days.

Save everything you need on cd's or another hard drive or something then format your drive. This takes everything off and then you can start over. It is the only sure way to fix the problem.

Stop programs from starting on their own and clean up temp files with CCleaner.
Run a full Scandisk (Right-click your Hard drive > Properties > Tools > Scandisk [check both boxes]. Reboot your PC.
Also run a defrag session.
You might want to buy some RAM…

There are lots of things you can do to try and speed up your PC. One thing to do is uninstall software that you do not use. It's a good way to free up hard drive space and speed things up a little. You can uninstall software by going in to your control panel and clicking on uninstal programs.
Another good idea is to defragment your hard drive. It cleans your hard drive up and allows windows and other software to run faster. Disk Defragmenter can be found in your start menu in all programs, and it is located in the System Tools directory.
One thing I like to do every so often is run MSCONFIG. If you go to your start menu and click run, you can type 'msconfig' to load the software. Here you can see what is being loaded when windows starts up. Click on the startup tab and uncheck software that you do not need or use that is automatically loaded at start up. Many software titles install automatic updaters and quick lauch icons that run when you turn your computer on and most are not used or needed. Be warned, if you don't know what something is for, do not turn it off. You don't want to turn off something you may need on.
Always do some research before changing your PC settings.
One last resort thing to do is reinstall windows. This is not the best way to speed things up, but it can work. Make back ups of everything on your PC, then format and reinstall windows and you will see a difference. The problem is you need to reinstal all your software and change all your settings back to how you like them. Plus, you can run in to installation problems, and unless you have a second computer to find fixes or help, you can find yourself without a computer for a while.
As I said, always do your research before you monkey with your computer. It's also a good idea to get a hand from someone who has done it before and knows how it works, if you are atempting something you have never tried.
Of course, the best way to speed up your computer is to upgrade it. More memory can be a cheap and easy solution, and getting a new CPU or motherboard can be pricey but worth it. A new, larger, faster hard drive is never a bad idea either, especially when the price is right.
