I know deleting a DLL file can be harmful to the computer, but does it make a difference if the .DLL file is in the AVG Virus Vault ? Is it safe to delete it from the avg virus vault ? It says it has been healed.

That depends… Is your computer acting fine as it is now?
If the file is in the Virus Vault, it is not active. It cannot be activated or used in any way, if it is in the vault.
If your computer is running with the file in the vault, you don't need it. Your computer is running without the .DLL right now, and if it works, you won't miss it.
