My friend bought a second-hand computer running with windows XP in French, and wants to switch to the English version without having to pay for a licensed copy. He doesn’t have any installation CD.
Is there a way to change the language from within?
Or,
Would it be necessary to erase the previous, and then install it from a CD/DVD?

For XP OS with non English language, there’s nothing you can do to change the language unless you reformat with English version of XP OS

Without the release disk to get the language files, there is no legal way to do this as described.
