Can I restore Everything, with a backup after a clean wipe? READ FIRST?

Alright so my pc is seriously being retarted right now and i've run many different antivirus and such on it. I've used Eusing Registry Cleaner, Avast, McAfee, AVG, and its still funky.

If I backup my entire pc to an external backup drive, and then wipe out my OS and do a fresh re-install, When I copy the backup back onto the computer will all my programs and such still work or will I have to reinstall my programs again? Also, whatever caused the problem like maybe a registry error won't copy back over will it? I went it to be as fresh as can be and have all my stuff saved.
And I already have a backup drive.
