Can I uninstall software from an o/s not is non resposive?

I installed some software into my other laptop (winxp). I used the software for about an hour, shut the laptop down. 8 hours or so later the laptop would not boot. I takes me to the boot screen ( safe mode, last known config., so on and so forth). I tried to go throught the safe mode, and it brings up the winxp splash, then takes me right back to the boot screen. I have tried all options. I was wondering if i could uninstall the software without going into xp or without reinstalling xp. Please help, I am not computer smart at all and have no clue on which steps I take. I have read that sometimes its the power cord, the fan, the memory, the battery, and even the cd thing can make it go bad, but i am stuck with a computer that used to turn on and now it does not. Please help!

      Hey man u have stuck in a big problem, the bootable files of ur XP has gone or got corrupted . u have to reinstall XP , if u reinstall all the data of that drive will be lost.
      Put XP cd in CDROM then start ur pc then quickly press the delete button it will take u to a menu , go into the boot menu and change the 1st boot device option from HDD to CDROM by pressing enter.
      Now save the seeting in the save menu and the pc will restart it will now boot from cd it will load some files u can see the blue screen. now after that it will ask u whether u want a new copy of XP or to repair XP , u choose repair first

      if u are lucky enough the Cd might repair XP but if it can't choose once again new copy it will ask u which drive i can tell u it might be c: brobably the choose FAT file system it will ask for formatting the c:. click on full format after formatting the XP installation will begin go as it says one by one .

      after all had happened it will again reboot quickly press the delete button and change 1st boot device from CDROM to HDD now after starting the pc u have to put motherboard cd in the cdrom and install all the drives like graphic drives and audio and video drives it will be a friendly cd will see all the names writtn install one by one all the drivers ,now at last u have to install all the programmes one by one like msoffice antivirus and all that u use.
      if u think u can't do what i have told u don't try anything go to Pc shop and ask him to reinstall XP.

      well if you can't log on ,there is no way you can uninstall ,the best way out is somehow to get it to log on in safe mode ,if u can't then maybe wait for some better answers as honestly i also would have had no clue in such a situation ,i would have probably reinstalled xp again by this time ,i hate microsoft
