Can someone PLEASE help me with my toolbar and taskbar?

Its so annoying to me. Idk how i did it but its no auto so now i can't see the bar at the top or bottom it autohides when i open internet. Please how do i take it off. I have a sony vaio with vista if that helps with anything…

Auto hide is unchecked! Idk what to do! Maybe its not autohide. Like to toolbar disappears when i hover off it and appears when i hover over it. And when i open internet i can see the taskbar at all and only when i minimize the window. Please if anybody can help me it wil be much appreciated!
