Can the Antivirus virus be stopped?

My computer somehow got infected with the Antivirus 2008 a few weeks ago. I manually was able to delete it from my computer, however I can't get the message on my background to go away and can't change the background or screensaver. Also, I switched to Firefox because I heard it was safer than IE, however just now I got a popup asking me to sign up for Antivirus 2009! I clicked cancel, but it started downloading anyway. Luckily I was able to cancel out the Firefox before it got on the computer. What is this thing and how can we catch the people who are doing it and make it stop?

      Download and run firefox to protect your computer from future spyware attacks and pop ups which are coming in through internet explorer (Trojan downloaders, win32 ).Browser attacks aren't easy to spot because they piggyback on legitimate traffic that doesn't exhibit many obvious warning signs
