Can't access IE or Safari browsers after Kaspersky/Malwarebytes Installs!!?

I ran Kaspersky Internet Security 2009 to clear a virus and to get rid of a "Spyware alert!" box that kept popping up saying that my computer was infected by spyware. KIS09 cleaned my system but didn't get rid of the popup. I inquired on this site what I should do and a few mentioned to install Malwarebytes' Anti-Malware and I did and it cleared the pop-up problem. However, since both scans, I'm unable to connect to Internet Explorer or Safari, but I'm not really sure which anti-virus software caused this because I ran KIS09 on 4/21 and Malwarebytes on 4/23. Because I thought Kaspersky might have been the culprit, I uninstalled it, but I still cant access either browser. Can someone please help? Thanks.

      try typing this in command prompt (cmd)
      netsh winsock reset
      then restart the computer

      or

      for ie try to go to control panel (classic mode) -> internet options ->in the advanced tab -> click reset
      for safari maybe try uninstalling then installing it again

      Kaspersky doesn't like having other security programs on the same computer - maybe you have conflicts? Try uninstalling malwarebytes and see if this fixes it.
