You do not say where these archives are. This is really not Norton Antivirus but your browser telling you this. For some reason the files you want to download are not available. Perhaps the server is down. Usually when I see this message it is because the site has some mistakes and the file is not in the place where the programmer thought it was, or he changed the site but forgot to fix the links.
