Can’t uninstall/install anything on XP?

When I try to uninstall a program through add/remove an error msg occurs saying "Uninstall has encountered a problem and needs to close." Similarly when I try to install something, another error msgs occurs saying it has encountered an error.

(Other weird symptoms, sometimes my web browser freezes on me, i.e. new tab in chrome turns black. this usually happens when i have another program/file open like microsoft word or my music.)

I scanned my computer with Avast and nothing was caught. I don’t really want to reformat my computer! Please help!
