Change security settings?

Ok, ive been thinking weather i want to restore my computer to factory settings.. or clean it up.. i have found this realy good web site called http://info.prevx.com/downloadcsi.asp that will scan your computer and remove infections.. theres only one problem.. IT WONT LET ME.. lol Wen i go to download it.. it says your security settings do not allow you to download this type of file.. does anybody know how to change this so i can download it??? THANX**

      Why not try to fix it yourself?

      (Windows XP and 2000 ONLY. If you are running a different version of Windows, skip this step and start at the next paragraph) Download SmitFraudFix and restart your computer in safe mode. Once in safe mode, disable System Restore, and run the program, running options 2,3, and 5. Then restart your computer in normal mode.

      Now make sure that you have an up to date antivirus program (If you don't, install Avira AntiVir Personal. It has considerably higher detection rates than AVG, and marginally higher detection rates than Avast!. If you have one that has expired, uninstall it with RevoUninstaller and then install Avira AntiVir Personal). I would also recommend that you use ThreatFire, Spyware Doctor Starter Edition, and Comodo Firewall (Just like with the antivirus above, you should only have ONE firewall). Once they are installed, disable System Restore and do full scans with all of them.       I don't know this site and it does not look to professional. It is possible it is spyware itself.
      Try Ad-aware from lavasoft.com. It is free in the personal version and does the same. But this one is 100% clean and legit.
