you may have viruses in your temp folders slowing you down. most of them are adware or spyware type viruses.
open computer in safe mode. run a virus scan of the entire system (hint:you will have to open the virus program from the “.exe” file located in the program files folder).

you may have too much programs, cache, cookies, and all the slow down prompts. you should de-frag your computer to compress files =]

i would call the company and ask what the problem is.
that happened to me sometimes they told me to unplug the cable for the modem and wait 30 min before plugging in again and wait for the usual lights to turn on.

Umm actualy if your getting 700kbps thats much faster than mine has ever been and it works just fine. What is wrong is your temp foldre is full. GO to the internet explorer or fire fox folder in your hard drive then dump out the entire temp folder.

First step in speeding up your slow internet connection to tweak your internet options. To launch the launch the internet options utility follow the the direction below:
1.Click Start
2. Click Control Panel
3. Double Click Internet Options
4. Click Settings under Browsing History
The task here is to make your web cache as small as possible. The less disk space your reserve for your temporary files is less data that your computer needs to search through. This action can easily award you a faster connection on the net.
5. Reduce the Disk Space to Use to the minimum recommended amount or as low as your desire.
