Many congressmen have security clearance. In fact many people all over the country both within and outside of the military have clearances, I’m not sure I understand your question

President Elect Obama resides already on Foreign Intelligents Committee in the Senate and already has a top level security clearance.

As long as he has No pending charges, owes lots of money (ie. debts) is a US citizen(he is), No dual citizenship. Has no ties to foreign agencies who plan to overthrow the US government. So Bottom line NO. It doesn’t matter now though
