CounterStrike Install: Steam.exe (main exception): Unable to load library steam.dll?

OK so i keep on trying to DL CS 1.6 on my computer i just got. It runes Vista home premium, so the question really is, does the operating system matter? And also, i put in the steam.dll from something i found online, then it says the same thing but with steamUI.dll, and i once again downloaded the file online, and nothing happened. Please help!!!
