Deniable Encryption other than Truecrypt & Tigercrypt?

What windows and linux software can produce a file denaiable encrypted data (headerless unitl decrypted)

I need a file encrypter, NOT truecrypt drive emulator since container sizehas to be prelimited.

Tigercrypt is a good example, but require java which is slower www.kaiwitte.org/tigercrypt

Someone have a third answer??
