Does the LED Light ALWAYS turn on when your WebCam is being hacked by someone else?

I got one of those laptops with a built-in webcam that always looks at me. But I always have it off. When someone hacks your computer and controls your webcam, does the LED light always come on? Or can hackers see your webcam without turning on its LED Light?

      Unless you turn the camera on thy can't see it, you would also need to expose it's port at the firewall and forward it's port through the router.
