enabling required ppp encryption in cisco 2800 routers of vpn connections?

I am working on a VPN server (cisco 2800). I want to encrypt PPTP traffic between server and vpn client. How can i do that? I need required mode of encryption which does not work, when i set encryption to passive everything is ok and clients can connect with mppe128 encryption.
client is winxp, server uses cisco secure ACS as AAA server with RADIUS protocol.
When I set encryption to required mode, the debug log fo cisco router shows this message: 'required encryption not negotiated'
