error 1316 when trying to uninstall program?

I am on an inspiron 8200, running windows xp pro. When I try to install Adobe Reader I recieve the following error:
Error 1316. A network error occurred while attempting to read from the file: C:\Windows\installs\Adobe Reader 7.0.msi

When I tried to upgrade my Adobe acrobat, it began to do this. I can not do the add/remove uninstall either, I recieve the same error. I have redownloaded the installer a few times, all giving the same error. I have been researching this error for a few days now and I see that Adobe reader installer isnt the only program that gives this error. I'm afraid that other installers will do this as well. Adobe does not offer support for the free versions of adobe programs, so this is the only place i think i could recieve some assistance. Any help is much appreciated.
