You can not operate 2 firewalls - Period !
ALL personal firewall softwares upgraded to automatically shut off the Windows Firewall when you install their products. You do not turn on Windows Firewall if you installed a new one. One firewall.
The Windows Firewall was installed through Windows Updates at Windows XP Service Pack 2 several years ago and now Vista has one. The Windows Firewall is a very limited firewall to help unknowing new consumers free from Microsoft. It's intent is to block hackers with direct intent of damages to the system. At the time of release, firewall companies all upgraded their products to include the automatic shut off as a convenience to customers that were not in the know about running 2 firewalls.
Stop what you are doing with the windows firewall - TURN IT OFF. Open Norton and turn it on and adjust all settings. For reality sake in other words - the windows firewall is crapware to be blunt to make a real world comment easily understood. Norton is so much more sophisticated as any shareware personal firewall is. Microsoft is well aware of that. They did not create the Windows Firewall to go into competition with world products. It was a neccessary free installation as a most BASIC firewall protection in the malware climate at the time and continuing. Shorter terms - the Internet became a 'cyber-ghetto' in front of our eyes overnight in a blink.

Its better and advised to use only one firewall and one antivirus @ a time.
U should think like what would happen if u get two treatments frm different doctors @ a same time.
To turn off norton firewall in norton internet security
go to Settings–> Select Personal firewall under web browsing –> select the turnoff.
But its good if u use nortons firewall instead of windows inbuilt firewall.

turning the nortons firewall off is pretty easy. its in the options. used to have it but not now so cant remember exactly. but either way you should turn one of them off. you wont know you have a problem till its too late anyway.
i would turn off the windows firewall and let nortons do all the work.
test your pc for open ports here to give you peace of mind.

Open where your Windows Firewall is (Start-Settings-Control Panel- Security, or Win Firewall) & you can read your Firewall help menu. Mine says that you shouldn't run 2 firewalls at the same time. Turn off Microsoft's if this is the case, because it only blocks incoming traffic, not outgoing. When you block outgoing traffic also, you protect yourself from your own computer sending anything to another computer without your permission.
