When I go to the windows security panel, it shows I'm secure. When I check the firewall portion of that panel, it indicates that firewall is on but indicates it as Norton AV2008 is the firewall. If I turn on the windows firewall, it shows two firewalls on, Windows and Norton AV 2008. Others have this issue? Does the Norton AV 2008 function as a firewall as well?

Yeah I had that problem and if you have two on it does cause complications and problems so if you want windows remove Norton if you want Norton remove windows. it's as simple as that.

yes
norton antivirus has had a built in firewall since norton 2005
You should only use one at a time I would recomend the norton one.
I have vista ultimate and norton 2008
