Getting this error on my laptop. xccdf16_090305a.dll?

when I start my laptop up , I get the following error popping up and then I can't access the internet, The router says I have a good signal but internet still wont work, My roommate is able to use the net no problem so I know its my laptop that has the problem.

This is the error.

RUNDLL
error loading c:\windows\xccdf16_090305a.dll , the specified module could not be found,

I have searched my drives for a file like this but no good, I cant find it.

I have ran AVG and anti malware bytes scans on the drives but still no use , however when i run the malware scan an error comes up at the end saying could not save to logs.

Also my disc defragmenter wont work its saying to run chkdsk /f but when i run this nothing happens.

also my sound card was acting up a bit lately.

I am using windos xp and the laptop is a HP

Can anyone help me please.

      Open Command Prompt (Start >> Run >> cmd) and try pinging something; ie.

      ping http://www.google.com

      Do you get anything there?

      Doing a Google search indicates that the file you mention could be malware:

      You have a trojan. Use antivirus software to get rid of it. Get rid of it for free at trend antivirus and use housecall(the java version) you can read all about it on the link I've provided below
