OK Basically fter starting up my pc this morning th pc said,
Windows could not start because the following ile is missing or corrupt,
please re-install a copy of the file above.
when i press a button the pc resest its self. I have the file on a disc. nothing else though, please help i dont want to have to Wipe everything of my hard drive.

Also it said somthing about a boot.ini file.

Try starting in safe mode.
Or last good configuration.
If you can get into the PC, go to the command prompt and type
sfc /scannow
It may be due to a virus so you should also get a BOOTABLE virus scan disk. You will have to use another PC to do this.

hal.dll is a main windows subsystem, Hardware Abstraction Layer - it is a layer between software and hardware for windows itself, like low-level windows driver for windows
boot.ini is a file that keeps you windows boot settings
and yes, it’s really serious
it seems that your filesystem was crashed
If you have a friend with same version of your windows (including SP2 or SP3 check too), you could try to copy these files from his system, start-up your pc from a bootable cd and place these files to \system32\ and to c:\boot.ini , then reboot
but you needs to be really lucky so this trick will work
it is better to reinstall windows, for sure
but, if filesystem is broken, some youf your data might corrupt this way
