hal.dll problems???????????

okay so i restarted my computer and got the message
"windows could not start because the followinf file is missing or corrupt: <windows root>\system\hal.dll. please re-install a copy of the file above."
well i was researching and a way to fix this is with the operating system disc. but i dont have the operating system disc. just a copy of a recovery disc that when i pop in just goes straight to full recovery. so i cant go to recovery console.

so i found this video tutorial on how to boot up recovery console from a usb drive. but my bios wont let me boot up from a usb.

is there another way of doing this?
a way that isnt too complicated?

oh and i dont want to do a full recovery. i dont want to lose my files.
