Help still my computer web down load is slow?

I asked once here here and so I got be a brand new computer. The speed improve. Why? I have a Road Runner, SUPER space, and still like Yahoo, eBay, any browser soft ware works super slow, it should be like snapping fingers like many of my friends older PC and Mac.
The speed DID NOT improve.
