Try starting in Safe Mode and then doing a System Restore to a time it worked.

thats just bad.
when this happend to me i got luckty that i got a copy of that file somewer in my computer
so what i did was (because i coudnt get inside windows)
i went into command prompt/dos
and did it all there.
loacted the location of that file using dos commands
then copied it
and pasted it in system32 folder
and it worked.
but im guessing u dont have that file backed up
try system repair (wer it fixes corrupted files)
or system restore (restores ur pc to its last working state)
but ull have to do all these in dos
or u could try safe mod
but when this happend to me even safe mode didnt work
