how can I stop my toolbar from going up?

I was cleaning my keyboard and my tool bar or that bar with the tabs and you type in your website keeps going up and I can’t get the windows task bar to stay on top the window I open. When I open a window it covers the whole screen. How can I fix this?

      right click on the window task bar,select properties,u shouldsee the taskbar and start menu properties workspace.

      select the Task bar

      uncheck : autohide
      check : keep the taskabr above otgher windows and lock the taskbar
