How do i delete a '.dll' file?

here it is,

i installed 'directvobsub' and no longer needed it so i uninstalled it through add/remove programmes,

the folder still remained in programme files and i managed to delete the last few remaining bits but when i try and delete 'vsfilter.dll' it says 'destination folder access denied - you need permission to perform this action'

i am the only user on this vista machine

im confused please help its bugging me and i want it gone!

p.s - i have full controls but still says i dont have acccess?
p.s - i have also done the cmd and ran as administrator - still says i dont have permission

      try logging in in safe mode.

      You could unregister the .dll using OTMoveit3!

      I would be happy to give you a specific script to kill explorer, unregister the dll, then restart explorer

      If it's in Vista, run the command prompt or Explorer.exe as administrator, and delete it.

      Right-click the file, click Security, edit Security, give your username Full Control. If it's not there, click Add, type your name, and then give yourself Full Control. Now you should have full control to delete it.

      You could also go to Start>Type cmd>right-click cmd>Run as Administrator>type

      explorer

      delete the file.
