How do i delete a file on vista that says its open in another program?

I have restarted the system and tryed to boot up in diogonstic mode with msconfig but its still saything the file I am trying to delete is being used with another program.

How can i find out what program it is or just delete it anyways.

Press Ctrl-Alt-Del Keys at a time to bring the task manager window. From task manager close the active programs and then delete.Open application can not be deleted, as it resides in the memory of the computer.
