Here is what it says on the blue screen from top to bottom:

The computer is a windows 98.
scanreg/restore under command prompt does not work.And also
CD\windows\command
uninstal.exe does not work.
And please only answers retaining to my question please. No rude ones about it.
Also i do not have the 98 disk so if you do not mind please tell me where i can get one off the net or some where. also i need one if from the net that can go on a disk not a floppy. and also if possible please tell me how do do any of the things you tell me.
Also this happens every time i turn on the pc.

This is called the Blue screen of death. There are 2 options. The first one is to do a repair on windows and for that you need to put the windows CD in and reboot. When it asks you to either repair windows or install windows do the REPAIR.
If that doesn't work then you will need to format your computer and reinstall windows.

does it appears every time you switch on your computer? if yes then either you need to get reinstalled windows or if this happens rarely, then follow option one i.e. press any key to terminate the current application(this will end the application causing error)
