i have redownloaded the file what feels like a million times and when i looked upi ways to fix binkw32.dll it told me i had to pay its not that im cheap its just im not old enough for a credit card and on top of that i lost my job so i cant throw money around

What specific error message are you getting in regards to binkw32.dll?
Is it a File not found error, or an Entry point error? Something else?
binkw32.dll is a driver associated with the bink Video Codecs many modern games come with. Usually you can fix the errors related to this driver by uninstalling the game, rebooting the computer then reinstalling the game again as the drivers and codecs are in the installation package.
Assuming you've all ready tried that or do not have the disk for the game at hand then another possible means to resolve your errors is to copy the binkw32.dll file and then paste it into the following locations:
C:\Windows\System
C:\Windows\System32
Also copy it into the folder the game itself is installed in, for example:
C:\Program Files\Game Folder
The only other possibility as you have been downloading this driver a few times from the sounds of it, is you may need to register the driver file.
To do that simply take note of the location the file is currently in and run a regsrv32 on it.
For example if its located here: C:\binkw32.dll then the following would register the driver assuming its not corrupted.
1. Press Microsoft flag key and R key together to open RUN window
2. Type regsvr32 C:\binkw32.dll press ENTER key
A message will pop up confirming the success or failure to register the driver.
