I keep getting this error every time I turn on my computer:
Windows could not start because the following file is missing or corrupt:
<windows_root>\System32\hal.dll
Please re-install a copy of the above file.
I have a Dell Inspirion 1520 Laptop. The only way I know is to reinstall using the Windows Installation CD, but I lost it. Dell wont give me a backup cause my warranty is up. So how can I fix this?

The only way is to reinstall another operating system. Hal.dll error is a system file that is required for boot up and typically means your windows operating system is corrupt.
