I used defender and it said it removed the threats but then it restarted my computer and the windows antivirus warning keeps popping up. also it has a place to click that says it will download stuff to”protect my computer” but it goes to a 58.65.234.163 site that says it is potentially harmful to my computer, then has a place to click to acknowledge the potential threat. also, my defender keeps displaying an error code when i try to update defender. Help?

You should get rid of this virus with an effective virus remover.
You can run Bitdefender’s free online scan which doesn’t need to be downloaded http://www.bitdefender.com/scan8/ie.html
If you know when you got the virus, you can do a system restore to a time before the virus was on your system. This article tells you how to run it from safe mode http://bertk.mvps.org/html/safemode.html
Your best protection in general is a complete internet security suite such as Bitdefender or Norton internet security 2009.
The only effective way to block it from coming up from some damaged website that you visit is to activate parental controls in your internet security or parental control software and block the site. This will prevent you from seeing it and getting it again.
