How do I reinstall Kernel.dll into my windows xp?

I cant log into my computer at all ive tried everything that is possible on it. Right when it is about to go to the log in screen, a dark blue screen come on and says that the application kernel.dll cannot be found and that i have to reinstall it. What do I do? P.S. this all happened right after I install service pack 3,

you will need the os disk for this, boot from it and do a repair on the os
