You’re not clear about what you’re trying to achieve? Sharing files?
If you both connect to the internet you can use a solution based on that shared (though probably relatively slow) connection. There are plenty of P2P share solutions out there, just both sign up to the same one.
Another solution would be an authorised remote control of the other machine over the internet, again many ways of doing this. You can do it quite simply within Windows XP.
If you want to do it properly and you are both in the same building, first you need to be on the same network. You need some kind of physical connection between the 2 networks - like wiring your wireless router to his wired network. Is that possible?

First you have to make sure both computers are on the same “workgroup”. Click on Start, Control Panel, System, (if you don’t see system, then click on “Catergory view” on the left) then click on the “computer name” tab.
Once these are set the same, then
Click on “My Computer” & have it display the drives. RIght click on the drive you want to share, then LEFT click on Sharing, and go from there.
That should pretty much do it, unless your running a software firewall, which you might need to configure, to allow each computer to “see each other”
