How do I turn off a firewall after I’ve uninstalled the antivirus software?

I have my windows firewall running and have deleted the anti-virus software that I was previously using, though, in my control panel, it says I still have that firewall running. Because it's still running, I'm blocked from accessing many sites that I usually visit. How can I turn off the second firewall?
