I tried to go to Program Files to delete it and that didn't work. No matter waht I delete, when I go to drop the icon into the recycle bin it says, "Deleting this shortcut doesn not uninstall the progrma. It only removes the icon that points to the program. If you want to uninstall use Programs and Features." That means it's still there.
How do I completely remove the program?

you have to delete it at the source, to find the source right click and click properties, and then it will have the file path from wwhere the icon (file) executes
just deelte that and its all gone, thats what the uninstall does.

Go to start
All programs
Find your program
There should be a "x uninstall" file where x is the program name.
This is assuming your using windows XP

1 step : Go c:\program files\_____________ delete hole folder which you want to delete. (If u cant delete, try to do with safemode)
2 step : go to regedit from the run command in the software you can find your program which u need to delete, just right click and delete from there.
3 step : come to the start-programs-_________ delete from there also then go to desktop delete even icon also. Then do restart.

this will unistall the program and any files it leaves behind. it also cleans junk files, and can make files un-recoverable
