How do i uninstall Safari from my computer?

I have a PC and a Mac. Anyways im trying to get rid of some memory on my drive because it keeps on slowing me. Anyways I have been searching through my files and i came across the Safari file and I noticed that i never use it, it just came with the update for Itunes. Anyways so i went to Add/Remove Programs and go to the Safari but there is no remove button on its selection. So i tried to delete myself. And when i try to delete the folder or drag it to the recycle bin it says "Cannot delete CFNetwork.ll: Access is denied.
Make sure the disk is not full or write-protected and that the file is not currently in use."

So if anyone has any idea on how to delete please do tell.
