If it’s Windows Live, then Control Panel > Programs > Uninstall a program, then click on everything that starts with Windows Live, because they’re not all in one program. I’m pretty sure that will get rid of it completely.

MSN is not a software product. It is a website.
Microsoft puts extensions into Internet Explorer that will direct to you to MSN. At various times, they used different ways of doing this. It is not completely clear from your question which type of MSN promotion you are trying to eliminate.
So I’ll just give you the general approach: Windows Explorer probably has a plugin that is displaying a set of menu options. You can disable this in IE by going to the menu and selecting Tools > View > Toolbars. Unclick the MSN toolbar.
In later versions of IE, you should look for MSN addons that yill want to disable. Do this by going to Tools > Manage Addons. Look for any MSN addons that you can disable.
If there is something else that doesn’t match the above, let me know and I’ll see if I can help.
FYI — because of this type of heavy-handed promotion by Microsoft, I have downloaded the Firefox browser and use that instead. It has fewer instrusions than Microsoft’s IE
