How do you uninstall this program?

My friends computer wont let her to go any website so Im asking the question for her. Some program has somehow gotten on her computer and it has a yellow shield with black lines going through. She has tried uninstalling it but its not working. She cant do anything but get on Yahoo Messenger. Any suggestions. She cant go to websites to run any checks so thats not an option.

Start in safe mode with networking, go to download.com and get Malwarebytes, update it and run a full scan. That should get it.
