How is it legal for Ebay to put permanent cookies on your computer? Ebay's new "security" policy with cookies

Can somebody tell me how ebay is going to track computers and then match up computers to users several months from now? I hear they are putting permanent cookings on user's computers. What is this and how is it legal for Ebay to put a permanent cookie on a user's computer. How freaking crazy is this company? I have a bank account on line and they don't ask for anything more than a User name and password with secret questions. Is Ebay the dumbest company known to man?

      honestly, unless you're using some sort of proxy to obfuscate your ip address, for the majority of users most companies know who you are by simply associating user logins with their ip address so that when users return to the site they know exactly who you are. Anonymity online really is a fallacy.
