How to fix “Load Resource DLL library Failed!”?

I have a webcam that used to work perfectly. My computer has been acting weird and wont let me install anything, these unknown errors always come up. && So i tried to fix it and I messed around with my computer a little… & now my webcam wont work! Everytime I try to open the program it would say "Load Resource DLL Library Failed!". I dont get it… I even tried to uninstall & reinstall it but the same thing happened.
Someone help me please? (&& it would be really awesome of you if you can tell me how to fix my computer so it can install again. Thanks!)
