If your kaspersky is updated from online, then restart it. it will turn on automatically.

If you actually exit Kaspersky (right click the icon in your system tray, then exit) then start it again from Start menu/Programs/Kaspersky Lab - windows security centre will pick it up again.
I think its a small bug with Kaspersky. Have you tried Kaspersky 2009 yet? It was released a few weeks ago.

Windows Security center is not really useful, and is known to have issues sometimes detecting anti-viruses. Kaspersky suggests that you disable notifications.
To do this,
1. Click Start and then click Control Panel.
2. Double-click Security Center.
3. In the Security Center, under Resources, click Change the way Security Center alerts me.
4. In the Alert Settings dialog box, clear the Virus Protection check box, and then click OK.
