How to uninstall this virus?? It always comes back?

It always comes back after I shut down and turn my pc back on.
I used spybot and it works. It cleaned the virus and I have my desktop tab back.
But after I shut down and turn it on again the virus comes back!
And it messes with my Internet and deletes my desktop tab in properties.
I checked where it is coming from it is coming from system32 folder.
The name of the virus is lphcljuj0e10t.
I tried msconfig and found out that it is in startup and it is checked.
So I unchecked it but after you shut down and turn it back on it automatically checks itself.
How to delete this virus for good?
I can’t system restore because I don’t have a system restore point.
I can’t reformat my PC because I lost my Windows CDs.
Any Ideas on how to remove this virus???

      I suggest you boot into Safe Mode - press F8 when your computer starts - and follow this guide:

      Are you having a slow computer right now? Are your windows explorer or internet explorer keeps crashing? Well, you probably got a virus/trojan infestation. Luckily, I have the perfect program for you or should i say programs.

      The first program is called Avira and it has great functions. THis program tends to delete major viruses and trojans/ worms, so this is a definite must and you can download it

      The second program is called SUPERAntiSpyware Free Edition and this program removes adware, malaware and more of the basics ,but like i say, to much basic will equal high. Take this for example 1+1+1+1 (1 is basic) and they add to 4 which is high so delete them now and you can download it

      Do you run firefox? Well i got this program which will reduce memory that firfox takes in. Very handy, you can download it

      Spybot is antispyware not anti-virus.
      Try anti-malware, this ones free.

      Get Avast antivirus. Spybot is for spyware, and adware mostly.

      Or switch over to Ubuntu.

      Unplug your pc from the internet,then turn it on and boot in safe mode by tapping F8 while it starts.
      Then scan your pc with spybot or avast !

      HI There

      Disconnect your internet connection… Then scan you registry with RegCure and Registry Mechanic… Then run SuperAnti-Spyware as advised previously…. Then run your PC… If it still does the same thing.. My advise would be.. System Restore.. Click Start, All Programs, Accessories, System Tools, System Restore.. Restore it to the date when everything was running smoothly.. My advise… if it works after restoring it, please save that date just in case you experience something like that… then you can use it to respose to that point…

      Install portable version of ClamWin anti-virus in a USB pen drive and scan your PC with it.

      ClamWin is a Free Antivirus for Microsoft Windows that uses the GNU General
      Public License by the Free Software Foundation and is free (as in freedom)
      software. It can detect and remove more than 400,000 Trojans and viruses.

      Use another clean PC to download Clamwin portable anti-virus and install it on a USB pen drive.

      Start Clamwin anti-virus and update the latest anti-virus definition files.
      Select the tools menu bar, set the preferences to remove virus.
      Start the infected PC in safe mode by pressing F8 during start up.
      Run the Clamwin Anti-virus that is installed on the USB pen drive to scan the
      infected PC.
      After removing the virus, install crap cleaner (ccleaner) to get rid of the
      viruses left over setting in the windows registry.
