I am getting an error message of Winnt_root\System32\Hal.dll is missing?

I run a dual hard drive system on my laptop. Vista on one and XP on the other. I rarely use the XP but when I tried to boot it this morning I got the message that the file Winnt_root\System32\Hal.dll is missing and to please re-install. The wonderful Microsoft website says to go to the control panel. Duh, if I could get to the control panel settings my system would have booted. The error message will not allow the operating system to load. Any ideas on how to easily re-install this file.

      The only way you can do is get a Recovery Disk from your manufactor
